Lets say in high fire you read 70 return and 90 discharge..that is only 20 degree rise and is way too low. In high fire for a 2 stage system like this you would want to be discharging air that is 60 degrees warmer than the air it is bringing in. In low stage (first stage) the difference could be only 30f.
